Alert – Jequirity bean bracelets
We have received an alert regarding the sale of the following bracelets that have been on sale at
the Eden Project in Cornwall and at another 36 retailers across the UK, urging customers to
return the red and black bracelets made from the Jequirity bean, the deadly seed of the plant
abrus precatorious. It contains the toxin abrin, a controlled substance under the Terrorism Act,
that if swallowed can kill in doses of just 3 micrograms. Abrin is chemically similar to ricin, a
chemical warfare agent. People who have bought the bracelets are being urged to bag them and
then wash their hands and avoid touching their eyes. The Eden Project alone sold 2,800
bracelets over a year.

Arsonist pleads guilty to four offences in one night.

A 40y/o man who committed on a string of arson offences during one night in Croydon last August has pleaded guilty to four counts of arson.
Timothy Bixley of no fixed abode admitted starting four fires across the Addiscombe area on the night of 15 August 2011 and into the early hours of 16 August, which culminated in a warden-assisted block of flats being evacuated and a number of residents being hospitalised. Bixley began his spree by attempting to set alight the NatWest bank in Lower Addiscombe Road.
Bixley was seen on CCTV at the front door of the bank and has then set alight a piece of cardboard and pushed it through the letterbox before making off. The fire did not take hold and a burnt piece of cardboard was discovered by the manager the following morning. Bixley then made his way to Clyde Road, where, after being refused access to an address of an acquaintance, he set alight recycling bins. The fire was spotted by neighbours and put out.
Bixley moved down Clyde Road and set alight to a car cover, causing an estimated £4,000 worth of damage to the sports kit car underneath. He then made his way to Leafy Way, where he again set alight to rubbish bins at a block of warden-assisted flats. On this occasion the wooden structure surrounding the bins caught alight and this quickly led to a number of elderly residents becoming trapped inside the nearby building. Police and the fire brigade were called and 10 residents were rescued from the building. A number of residents were treated by LAS at the scene for smoke inhalation and three residents were taken to hospital, with one suffering serious injuries to her respiratory system and remaining in intensive care for a number of weeks.
Bixley was arrested by officers in Croydon in the early hours of 16 August 2011 and officers quickly linked the incidents together. Bixley was eventually charged with seven arson offences. He appeared at Croydon Crown Court on Monday 30 January where he pleaded guilty to four of the seven offences. The other three offences are to lie on file.
PC Leigh Packer, from Croydon CID who carried out the investigation said:“Bixley’s actions that night beggar belief. It could have so easily led to a number of people being killed - it was that serious. He told us he was drunk at the time, but if you add in the fact that this took place just a week after the serious disorder in Croydon, then his actions would have caused even greater fear to the victims. “Not only did he endanger the lives of the residents inside the building affected, but also the lives of the police officers and fire brigade officers that dealt with the incidents - some of whom were injured whilst they rescued people.” Bixley has been remanded in custody and is due to be sentenced at Croydon Crown Court on 4 April 2012.

Message from the Chair Jim Maddan
2012 is with us and what a great year we have in front of us. The Queen's Diamond Jubilee celebrations, the Olympics and the 30th anniversary of Neighbourhood Watch in England and Wales. We are already working with The Big Lunch promoting the Diamond Jubilee Big Lunch on 3rd June 2012 and there will be many more celebratory events throughout the year. Now is the time to get to know your neighbours and prepare to party. Look out for more details in the weeks ahead or contact your local council.
All these events can stand alone, but they are so much better if they leave a lasting legacy. If the residents in a neighbouring street are having a street party, talk to them and suggest that they form a Neighbourhood Watch to bring their community closer together permanently and make their neighbourhood a safer place for all.
All the efforts that we have made to raise the awareness of metal thefts is paying off, and the government are listening to us and others like us, who care about our communities. Don't forget that metal thieves need transport to take their ill-gotten gains to the illegal scrap metal dealers, so keep an eye open for suspicious vehicles and pass the details to your neighbourhood policing team or Crimestoppers (0800 555 111)

Clinks has received funding from the Home Office to provide support around the introduction of Police and Crime Commissioners, who will be elected in November this year. As part of this support they are holding a series of awareness events -the ‘Safer Future Communities events’ - on this topic during February and March.

SPEEDWATCH
Bedfordshire Neighbourhood Watch is about to launch Community Speed Watch in partnership with the police, council and fire service. Working from the Council's Community Safety Team's office, Neighbourhood Watch will help administer the scheme. Colleen Atkins is keen to hear how it's working in other Counties, Boroughs, for example:

SCAM WARNING
After 25 attempts to perpetrate this scam across the borough in the last two weeks, Bromley Police are reissuing their warning about a scam in which fraudsters try to access people’s bank cards.
The scam works by the victim initially receiving a phone call, or number of phone calls, from someone claiming to be from their bank or credit card supplier. The caller obtains personal details from the victim before advising them that they need a new card and telling them that a courier will visit them shortly to collect their old card. A person, dressed to look like a courier, then arrives at the door to take the card.
A spokesman for Bromley Police said: “It is important residents are aware of the tactics used by con-artists. Never disclose your bank details to anyone cold calling. Banks will never call you asking for personal or account information (as they have these details) and neither will the Police. If there was a problem with your card, and it needed to be replaced, the bank would write to you advising you to cut the card up. You should never give out bank details or other personal information over the phone, whatever the reason behind the request".
A MESSAGE FROM THE HOME OFFICE
The national, police non-emergency telephone number ‘101’ has now been adopted by every police force in England and Wales. It provides the public with one easy to remember number for contacting local police wherever they are in the country. While 999 is a well-recognised number used to report emergencies, the 2010 British Crime Survey found only 54% of the public know how to contact their local police if they want to talk to them about policing, crime or anti-social behaviour. The introduction of the ‘101’ number will help communities keep their neighbourhoods safe by giving them one easy way to contact local police forces to report non-emergency crime and disorder or to speak to local officers.
Calls to ‘101’ cost 15 pence, no matter how long you are on the phone – this applies to both landlines and mobile phones. For the first time, everyone calling the police for non-emergency matters will know exactly how much the call will cost them and will be assured of equal access whether they are on a pay-as-you-go mobile or a home landline.
The public should continue to call 999 in an emergency, such as when a crime is in progress, when someone suspected of a crime is nearby, when there is danger to life or when violence is being used or threatened.
As ‘101’ is a new number, some corporate phone systems and switchboards may not yet be programmed to recognise it. If this affects anyone they should contact the person who administers their phone system to request access is opened to the ‘101’ number.
The Home Office, alongside individual police forces, is currently taking forward communications activity to raise awareness of the number.

Do you know a special person who gives their time freely to help others, a local group that’s doing wonderful voluntary work in the community or a super fundraiser? If so, we would like to hear about them.
We have launched a new awards scheme to celebrate the borough's unsung heroes. The Croydon Community Civic Awards will honour the achievements of outstanding local people and groups that go that extra mile to help others.
There are 11 categories celebrating different aspects of volunteering including long service, carers, young volunteers and voluntary groups. The closing date for nominations is Friday 30 March, 2012.

Lunch with the Mayor

Holocaust Memorial Day
Croydon is holding a Holocaust Memorial Day Ceremony on Friday 27 January 2012.
The theme for Holocaust Memorial Day 2012 is ‘Speak Up Speak Out’. It offers an opportunity to listen to the voices from the Holocaust and subsequent genocides, and to make the lessons of hope for a safer, inclusive society where the differences between us are respected as reality today and in the future.

The New Year sees a line up of fantastic entertainment at the Fairfield Halls, with something for everyone. What is the scale of the problem ?
Ecclesiastical Insurance who is the primary insurer of church buildings puts it like this :
- Metal theft is the fastest growing crime in the UK.
- The crime wave is prompted by high metal prices on the world markets and worldwide demand.
- The problem is the second priority, behind terrorism, of the British Transport Police and the rail network.
- Metal theft is estimated to cost several hundred million pounds a year.
- Anglican churches have suffered significantly through this crime.
- Almost every area of the country has been affected by the crime.
Metal theft does not affect church buildings alone – schools and heritage properties have similarly been victims of this crime, albeit to a lesser extent.

Minister for Crime Prevention & Anti-Social Behaviour
NHWN has had a meeting with the new Minister for Crime Prevention and Anti-Social Behaviour, Lord Henley, and he is fully aware of the problems and said:
"Metal theft is a serious and growing national problem which this Government is determined to tackle. We are seeing a range of sectors affected: from national infrastructure including power, transport and communication networks, to impact on communities, for example the theft and damage to church roofs and stealing road signs, drain covers and even war memorials."

The industry realises that they have to respond pro-actively because failure to do so will ultimately have a dramatic effect on their profitability.
They are all looking at their own procedures for the disposal of their own legitimate scrap metal. Their contractors must also follow these procedures.

What can Neighbourhood Watch and Home Watch members do?

Firstly, we all need to be alert to the situation and keep watch for vans and trucks driving around our streets looking for the opportunity to steal metal, and reporting the details to the local police or Crimestoppers (0800 555 111). No item of intelligence is ever too small; it might be the final piece of the jigsaw and in some cases there might even be the possibility of gaining a reward.

HELP IS AT HAND TO SWITCH TO DIGITAL TV.

Digital TV switchover is the biggest change in television since the introduction of colour. In 2012 analogue television will be switched off across London. If you don’t have digital TV by the time of switchover, you will lose your TV channels.
If you are still watching analogue TV (five channels or fewer) on any of your sets, you need to convert them to digital. Virtually any existing TV can be converted using a Freeview box, a digital satellite service or digital cable.
Almost everyone will be able to watch Freeview after switchover – even homes currently out of coverage. You can check the options for going digital in your area, and what channels will be available through an aerial, using the postcode checker at digitaluk.co.uk.
For older and disabled viewers who may find making the switch difficult, the BBC-run Switchover Help Scheme is at hand to provide everything you need to switch one TV set to digital.
Most eligible people will be asked to pay £40 towards the standard option of help. For eligible people on income-related benefits, it’s free. This includes easy to use equipment, an approved installer to supply and install the equipment, and a 12 month aftercare service including a free helpline.
If you’re 75 and over or eligible disabled, the Help Scheme will write to you directly and in plenty of time to ask if you want help.
